FREDERICKSBURG, Va. (Oct. 6, 2026) — Fredericksburg City Council has adopted its Council Priorities for 2026-2029, along with an accompanying implementation plan that provides a roadmap for advancing the City’s goals over the next three years.
The Council Priorities process provides a framework for setting the City’s direction, aligning staff work and resources with Council’s goals, and providing a transparent way for the community to track progress.
The Mayor and City Council members spent two days in June reviewing the City’s previous Priorities, assessing accomplishments and identifying areas that should continue, be expanded or added. Once accomplished, staff then developed an implementation plan outlining the steps needed to advance the Priorities. Council and staff reviewed and refined the plan again in August before its adoption.
“This process gives us a clear direction and a shared understanding of where we want Fredericksburg to go,” said Mayor Kerry Devine. “It also gives our residents a transparent way to see what we are working toward, how we are allocating resources and how we are making progress. These Priorities are a living document, and they give us the flexibility to adjust as our community’s needs change.”
The City has used the Council Priorities process for approximately a decade. The framework provides continuity from one Council to the next while allowing each Council to establish its own goals and build upon work already underway.
The 2026-2029 Priorities are organized around nine desired future states that reflect the City Council’s vision for Fredericksburg. The Priorities address areas including the economy, community, culture and history, climate and environmental sustainability, and overall community well-being. The plan also looks beyond the immediate three-year implementation period toward the broader Council Vision for 2050.
The implementation plan will be monitored through multiple annual staff updates provided to City Council and the public. The updates will allow the City to track progress, identify areas that may require additional attention and make adjustments as circumstances change.
The priorities also provide a clear connection between the City’s strategic direction and its allocation of financial and staff resources through the annual budget process.
“This is more than a list of goals,” said City Manager Tim Baroody. “It is a working document that connects Council’s 2050 Vision with the work of City staff. It gives us clear direction while also providing a way to measure and communicate our progress.”
