(Fredericksburg, VA) June 8, 2026 – The City of Fredericksburg is happy to welcome Ray Cash as its new Community Planning and Building Director in late June. Ray has over 22 years of experience in planning, zoning, and community development. He has worked closely with elected officials, staff, residents, and development partners to achieve positive results for communities. Most recently, he was the Assistant Director of Community Development and Planning in Goochland County, Virginia.
“Fredericksburg is at an exciting time as we start putting the FXBG Forward: Where our plans come together, Comprehensive Plan into action,” said City Manager Tim Baroody. “We are working on key projects for housing, transportation, economic development, historic preservation, public facilities, and quality of life.”
In Goochland, Ray led community development efforts and worked closely with local boards and commissions. He is a certified planner through the American Institute of Certified Planners (AICP) and holds several certifications from the Virginia Association of Zoning Officials (VAZO). Ray earned a bachelor’s degree in political science from James Madison University, a Master of Public Administration from Virginia Commonwealth University, and a post-baccalaureate certificate in public management. Throughout his career, Ray has worked in comprehensive planning, zoning administration, and land use policy. His experience helping communities manage growth, addressing infrastructure needs, and balancing competing priorities will be a valuable asset as Fredericksburg continues to evolve.
As the new Community Planning and Building Director, Ray will guide the City’s planning and zoning efforts and play a key role in continuing to bring the City’s vision of FXBG Forward to life. We will focus on expanding housing options, supporting our neighborhoods, improving our sustainability, improving transportation, thoughtful redevelopment, while protecting the historic charm that makes Fredericksburg special.
